The scene was filmed but not shown in cinema versions. The extended DVD showed a scene where Legolas is given his bow, though not the arrows and new quiver.
In the book (FotR) Haldir and his brothers tell Legolas that his companions breathe so loud they could have shot them in the dark. Sam comically reacts by clapping his hands over his mouth. In the movie version Haughty Hal directs the barb at Gimli alone, probably irked by his brag of having excellent sight and hearing. The extended edition also has new scenes with Haldir. He greets Legolas and Aragorn in Sindarin, to Gimli's annoyance. He gives a wonderful retort to Haldir in Dwarfish.
